At 9 a.m. on December 8, 2019, the first "China water saving forum" was held in Beijing Conference Center. The forum is co sponsored by the Central Committee of the Democratic Party of agriculture and industry of China, China Water Conservancy and Hydropower Research Institute and DAYU Irrigation Group Co., Ltd.
This forum is the first one held by Chinese water-saving people. More than 700 people from governments, enterprises and institutions, scientific research institutes, universities and financial institutions and media representatives attended the forum. The aim is to actively implement general secretary Xi Jinping's Water control policy of "water saving priority, space balance, system management and Two hands force " in the new era, and thoroughly implement the requirements put forward by the general secretary in his important speech at the Symposium on ecological protection and high-quality development in the Yellow River Basin, that is, "we will set the city by water, the land by water, the people by water, and the production by water". We will vigorously develop water-saving industries and technologies, vigorously promote agricultural water conservation, implement water-saving actions throughout the society, and promote the transformation of water use from extensive to economical and intensive.

Through the establishment of water-saving standard quota system, water efficiency indicators for water products and the implementation of a complete water-saving evaluation system, we will continue to deepen the deep understanding of water-saving priority. The implementation of "water saving priority" is guaranteed through the following seven aspects: River and lake water diversion, clear water-saving standards, implementation of water-saving evaluation to limit water waste, strengthening supervision, adjusting water price to force water-saving, research and development of advanced water-saving technology to improve water-saving level, and strengthening social publicity.
Li Chunsheng, vice chairman of the agriculture and Rural Committee of the National People's Congress, said in the keynote speech that water resources are the first condition to maintain the sustainable development of the earth's ecological environment, and it is human's duty to protect and save water resources. Agriculture is China's economic industry and the largest water user in China. Agricultural water consumption accounts for nearly 65% of the country's total. However, the utilization rate of agricultural water is low, and the efficient water-saving irrigation rate is only about 25%. The effective utilization coefficient of national farmland irrigation water is 0.554, which is far from the utilization level of developed countries.
Wang Haoyu, chairman of Dayu Irrigation group company, said that since the 18th National Congress, the state has intensively issued a series of policies to support the development of agriculture and rural areas, especially under the guidance of the general secretary's "Sixteen word water control policy", the market of China's water saving industry has made efforts to meet the once-in-a-lifetime historical opportunity through practice. In the past 20 years, 2000 Dayu people in 20 provinces, 20 overseas countries and 20 million Chinese mu of farmland practice have set up the enterprise mission of making agriculture more intelligent, rural better and farmers happier. Based on the mission of the enterprise, the core business areas of the enterprise are agricultural water saving, rural sewage and farmers' drinking water.
When talking about the integration technology of "water network, information network and service network" in the irrigation area of Dayu Irrigation Group Yuanmou project, Wang Haoyu compared crops to light bulbs and reservoirs to power plants. He said that the irrigation area is to combine power plants with light bulbs to ensure that there is electricity at any time when the lights are needed and water at any time when the irrigation is needed. Such a network needs to form a complete closed-loop network from the water source to the field, so as to achieve the efficient utilization of resources in the process of water delivery. Through the feasible exploration of Yuanmou project, Dayu Irrigation Group has found a new way of management in different regional economic crop irrigation areas.
Wang Haoyu also said that Dayu Irrigation Group, through model innovation and time and history verification, has continuously explored the business innovation models of Luliang, Yuanmou and other places, created a precedent for introducing social capital into farmland water conservancy, and has effectively promoted and copied in Inner Mongolia, Gansu, Xinjiang and other places, and has formed a new momentum. Through the construction of agriculture, rural infrastructure network, information network and service network, a three network integration technology and service platform of "water network, information network and service network" has been established to help the development of agricultural water-saving irrigation, rural sewage treatment and farmers' safe drinking water. In the future, the cause of water conservation will make greater achievements and step to a higher level under the guidance of water conservancy projects and strong supervision of water conservancy industry.
